Need information on cooling off period

Hi ,
Does cooling off period applies if visa expires and the person has not traveled to the UK in that duration. My visa is expiring in last week of March 2014 but my travel is canceled. I want to know if I can apply for a new visa in 2014.

cooling-off will not apply if you haven't travelled to the UK on your visa.
