psw to tier 2 general urgent help plz

hI, im switching from PSW To tier 2 General,(in uk)

i Just want to know whether the employer has to advertise the job vacancy in the job centre or somewhere to show that they couldn't find appropriate person who is settled in this country before applying for sponsor licence.

your sponsor will be exempt from carrying out a RLMT if you have or last had T1 PSW leave
