Can Spouse apply 4 family visitor while appeal is ongoing

1. Can a spouse outside the UK apply for family visitor visa while the person's Family settlement visa appeal has been filed?

2. Can a spouse outside the UK apply for family visitor to enable the person attend Family settlement visa appeal hearing in the UK?

If one of the above is possible, has anyone successfully made an application in the above situations? Please advice
