Unsure whether I would get rejected for EEA Family Permit

Hi guys,

I am an EEA national (Dutch), having resided in UK for the past 13 years. I have recently finished my postgraduate studies (masters) and I'm about to start another postgraduate course soon (it's a flexible course that allows me to be still in full time employment). I'm in the process of finding a full time job and in the meantime I'm receiving JSA. I'm currently living with my parents as my plan is that I rent a house once I'm in full time employment.

I'm in the process of applying for a EEA family permit for my spouse who is living overseas, however, I'm afraid I get rejected based on that the fact that I'm not financially stable (no savings) and currently not have an accomodation of my own even though my parent's accomodation is quite huge.

Do u think it's better for me to apply for a family permit once I'm working and got a tenancy agreement under my name? or can I apply now and get succesfully approved as I really want my spouse to join me as soon as possible.
