ILR application

Tier 1 (General) visa start date on passport: 6th Feb 2009

Came to UK on 2nd Mar 2009

When is the earliest that I can apply for ILR at PEO?

I have read about 28 days rule and 3 month rules, but it’s not clear to me, so any advice from experts would be helpful.

From 28 days before 06/02/2014 based on you satisfying the other requirements, including the general grounds for refusal re: criminal convictions etc....
