EEA applying for AN i could not belive...

EEA applying for AN i could not belive...

I applied for an today as EEA national. NCS checked all documents and then
even if I hold PR documents for last 12 months ask me for employers letter p60 after contacting HO.so over the phone HO ask NCS officer for all additional documents even when I already done all checks last year sending EEA3.is it normal procedure anything change recently?am I missing something?cause I thought PR and liuk test should be enough applying 1 year after PR granted.anyone had the same story? thank you for replay

it would be enough with the passport and if you did't use NCS.
