visit visa to Malaysia then switch to student pass ?

Hi guys i just need help

My sister is going to Malaysia to study. She received offer letter from University Sains Malaysia

Course registration : 25th Sep 2013

The university already applied for her Student pass to the Malaysian immigration but it's taking ages. She can't wait any longer. ?

She is from commonwealth country but need VISA to travel

How long visa processing take for visit and is it possible to switch from visit visa to student pass ?

and what are the requirement ?
UK Student Visa : 04/2004 - 09/2009
EEA Residence Card : 07/2010 - 7/2015
EU Settled Status: Confirmed on 16th July 2019
Naturalisation : Confirmed on 02nd Oct 2020
Passport Approval : 21st Feb 2021
