Applying for Tier 2 Dependent Visa - Outside UK

I need all your help. Below are my details:

Main Applicant : Me
Current Visa Type - Post Study Work Visa
Expiry Date - 31 Dec 2013
Switching to - Tier 2 Visa

Dependent : Wife
Current Visa Type - Post Study Work Visa Dependent
Expiry Date - 31 Dec 2013
Switching to - Tier 2 Visa Dependent

Questions -

1. My wife left to India last month as she is pregnent and will stay in India for next 1 year. In Dec 2013 her visa will expire. We are not sure if its ok to apply dependent visa next year after baby is born.

2. Is it better to apply her tier 2 dependent visa from India this december itself, even though she wont be travelling for next 1 year.

3. What are tier 2 visa rules to bring our baby to UK.
