Resident Labour Market test for Tier2-General VISA

Hi All,

I recently came across the following link.

It has the following statement at the last,
"Most vacancies will still be required to be advertised via a Jobcentre Plus online service, unless they are in shortage occupations or the salary is over £71,000",

Which means for jobs offered under Tier-2 General VISA with salary more than GBP 71K does not need Resident Labour Market test

Is this true? So if a company wants to hire me and if the salary is more than GBP 71000, they do not need to go for resident labour market test?
