Council Tax Problem in Scotland and ILR

Council Tax Problem in Scotland and ILR

In 2009, I had Tier4 student visa and my wife got dependent visa, I had council tax exemption during that time and I moved out of property in April 2013. In May 2013, council told me because I was living with my wife so I was not eligible for student exemption and cancelled that exemption in back date and sent me bill. Then I submitted my complaint and gave them some legal references and council advised me to provide them my wife confirmation of NO RECOURSE TO PUBLIC FUNDS to cancel that tax bill. Unfortunately I dont have any copy of my wife BRP card and sent a letter to UKBA for confirmation around 2 months ago and still not received any reply.

Now council sent me reminder to pay the bill within 21 days or they will pass on my details to sheriff court in Scotland and I might receive summary warrant. My complaint in council tax department still pending and I am trying hard to sort out this problem but guy who is dealing my complaint have very limited knowledge.

I have to apply for my ILR in January 2014 on 10 years basis.

I want to know;

Does it have any effect on my ILR application if sheriff court issue me summary warrants?

Do I need to declare this in my application if I receive summary warrants?

Any other advise to deal with this issue would be much appreciated.

Seniors and Gurus please shed some light on this problem.
