Filing for Australia PR subclass 190

I am planning to apply to Australia PR Visa subclass 190. I have applied for skills evaluation with ACS. i am married but for now i want to file for PR alone. once i migrate there and get settled i would like to call my wife and daughter there. my consultant said it will cause lots of problems.
i just want to know if its technically possible or not.
the consultant said a PR is for whole family always. i want to clarify on this fact.

It would be much harder and much more expensive to not include your wife and children right away. Everybody would get PR status right away. If you don't include them in your 190 application you have to apply for a separate "partner visa". Usually 2 years provisional visa and then pay and apply again for PR for your wife...
