Tier 4 ACCA student switching to Tier 2

Still cant get it, ACCA tier 4 students - can they switch to tier 2?

it says:

If you are switching from Tier 4 you must have lawfully obtained a UK bachelors or masters degree, postgraduate certificate in education or professional graduate diploma of education during your current or last permission to stay (period of continuous leave).

I already hold Masters degree from my first visa, then switched to PSW visa, now hold Tier 4. I have completed 2 levels of ACCA, havent completed professional level yet.
