Could I be refused?

When you submit a bank statement to the ukba for a student visa,are you allowed to still withdraw money from that account since you have money to fund the stay in another account.If not,where is it stated that you are to keep the money there?Could I be refused for this?we submitted three bank statements.addition of two of them would reach the amount required by the ukba but money has been removed from the third.so we have still have the money to fund my stay.could I still be refused plus I heard the bank cannot reveal to the ukba whether there is still money in the account

A student can definitely withdraw money from its account after submitting tier 4 application to pay its tuition fee, accomodation etc. However, if the ukba caseworker feels some doubt regarding authenticity of submitted statement and its funds then can ask fresh statement.
