Overstayer wants to come back home and apply 4 spouse visa

hello

I have a friend who went to the UK on a visitor visa back in 2001,he overstayed there and has been living there for 12 years now. he got married last year and now he is thinking of going back to his country and apply there for a spouse visa.

technically he has all the documents to provide in his application. but due to his overstay there he thinks they will not grant the visa and they would ban him.

what do you think of this case?

He should be ok providing he meets the requirements.
