Urgent question regarding passport application

Hi, I recently applied for my passport and received a letter today from HMPO saying they have enclosed all my supporting documents but there was nothing enclosed in the envelope? I'm wondering is this normal or has it happened to anyone else before?

Not normal. Call the Passport Office and let them know.
