ILR Based on Severe Medical condition(s)?

Hi,

I have a relative who came here on working holiday maker back in 2008. Worked and paid tax and enjoyed holiday for a year. Then he wanted to stay here so applied on Human Rights ground while active visa for extension, Currently he is staying on HR grounds of family life pending the application outcome from HO.

The bad thing is he has developed numerous diseases.. first Psychosis, then TB, later diagnosed with Bi Polar disorder and now a Diabetes..

Although he is legally in the country (awaiting HO decision), i want to find out if there are any ground of him applying / getting a DL/ILR based on the above conditions as its poor that he cannot even go back as he has no one in home country.

Can anyone please share some advise as i want to help him as currently he is stuck and cant even buy a bread himself with so much going on in his life.
