Provisional Certificate in Tier 2 VISA

Hi, I have done my PhD from India and going to join Oxford as post-doctoral researcher. For Tier 2 application, I have a certified COS and all the relevant documents. But to qualify for the English test I need to have a degree equivalent to UK bachelor. And PhD from home institution earns me 10 points on that. But I do not have the original degree certificate yet. UKBA suggest a original reference letter from the institute stating. I have letter from the Institute which contains all the details that UKBA wants in the letter. But the letter is headed as provisional certificate, which is not accepted by UKBA. Will it work. I also have separate letter from the Institute stating that I have completed my degree. But this does not have other details. The other details, as I mentioned, are there is the provisional certificate. Will both these documents together work. Kindly help

can't you score 10 points for English on the basis of your bachelors or masters degree?

Actually my MSc or BSc certificates are not with me. The letter only says I have successfully completed my degree and the medium of instruction was English. the provisional certificate contains the other details such as date of degree and when the final certificate would be issued. If I submit both then would it do!!

To be specific: there are 5 key details mentioned in para 131.
Your name, Institute's name, name of degree, date of award and probable date of degree certificate to be received. My reference letter contains the first three details, the other two are there in the provisional certificate. Together they contain all the details UKBA requires. Can I submit the two and score the 10 points.
