My question is, can i mention that I ll use money exchange company which is regulated by Govt to transfer funds or tell the judge that funds needs to be converted into pound then we can transfer it and I don't want to convert it until i get visa?

Well ask your RM at the bank that if you want to transfer these funds to UK what is the procedure then ask her to write that down on letter. I had tried but the idiot not willing to write it. I think you misunderstood my question. Caseworkers do make lot of mistakes in their decisions and you don't need to prove that you will convert funds as trying to do that will make their refusal reason genuine, all you should prove is that policy guidance does not stipulate that funds should be in pounds sterling and that the refusal reason is unreasonable and unlawful as its not a requirement.
I think the reason for refusal was not because the funds are not in GBP but because the bank letter does not mention that the funds are transferable in UK.
