General Visa Refusal

Hi my husband has been trying to apply as a general visitor to the UK. I am currently in the UK and he needs to come and visit me as i am 6 months pregnant and want him to be with me for my delivery. My father is sponsoring him and has a savings of £18000 but its not in his account. The ECO has refused it as the bank balance of the sponsor is low but his savings are elsewhere and we did submit the paper works for that. also, another reason for refusal was that my husband bank balance was low but we mentioned that the entire cost and expenses are being taken care by my father (sponsor).
My husband also has savings of 2 lakhs rs in a seperate account which the ECO did not mention anything about but states that his account is low.
my concern is, we showed bank statement to show the cash flow but it didnt mention the bank balance has to be high. the sponsor takes money from his account and keeps a certain amount for saving elsewhere which we provided evidence for.
What more can i provide for reapplying? its pretty frustrating as we submit everything as stated but still refusal. I mean 18k not enough or what???
