£3k bond requirement for family visitor visa application

When is the new rule £3k bond requirement for visitors from high risk countries is effective ? is it applicable for Family Visitor Visa application from India (Visit visa application for parents of ILR holder)?

Also could you please provide some guidance as to how early we can apply for a visit visa ? My parents planning to visit UK in Feb 2014, so when is the earliest we can make in the application ?

The scheme is expected to be piloted from next month.I would apply as soon as possible.

I was aware of the Press but I don't think the UKBA has confirmed the roll out of the scheme have they?

UKBA haven't announced the pilot scheme.The
