What are the presenting officers on?

Home Office officer arguing that the asylum appellant burnt & scarred his own back with hot metal rods. Immigration Judge rolled her eyes...

Any comments anyone?Why didn't the hopo just send the file back to the case worker for another decision instead of coming with this nonsense?
