Delay in granting NTL application

A jamaican national with ILR submitted an NTL application in July but now needs to travel to the Dominican Rep in the first week of Nov 2013. He has sent many letters to the home office chasing them up but no luck.

Would it be possible to obtain an emergency/temporary travel document from the Jamaican embassy in London to travel considering he has ILR granted to him in 1962. Since this time he has usually travelled with his Jamaican passport stapled together but now applied for NTL to get the BRP.

Would he have problems getting back into the country? He only intends to go for two weeks and flights have been booked.

Ive read other posts in the forum but I dont think any of the other posters already had ILR.
