Refusal UKBA please read my situation and give your comment.

Hello
I like to ask you something regarding my Tier-4 Application. You know i applied my visa from uk 12th of July my CAS was issued 3rd of July. When i was applied my college was on list but after meantime college was suspend and according to college they told me we gona finish our business and we will transfer your courses to another college you don't have to worry. During this time i got refusal from UKBA 14th of September and they review my application 12th of September they said when we verify your CAS your CAS is not exist. So we are not giving you 30 point of CAS and also we not giving you 10points of Bank Statement. They give me Right of Appeal now i send Appeal 18th of September i am waiting for confirm my appeal still no any response from Tribunal Court they still didn't charge money from my Card. Please can you confirm me when they will charge my Fee and what you think what decision court will give me.
