Tier 2 CoS and travelling date

Dear all,

Hope you're all fine and in sound health.

Just wanted to know few details which I believe I may have missed/could not understand.

My wife, a Tier 1 PSW dependent has been offered a NVQ Level-6 job. She needs to travel to her home country to get new visa as it's a restricted CoS.
The employer mentioned on the RCoS application that the starting date is 2nd December 2013 and applied RCOS on 2nd October 2013 to get the October allocation meeting.

1) Now I understand the RCoS is valid for 3 months. So we must use it by January 2014 otherwise it will be invalid. Is that correct?

2) My wife is in the UK now, and she plans to fly immediately after she gets a response on 14th October. It takes a month to get visa stamped from her country. So, assuming she gets it stamped on November 15th, and her job starting date is 2nd December 2013, when can she travel to UK with her Tier 2 visa?
