Bank Statement Vs. Traveller Cheques

A friend of mine wants to show travellers cheque in EC instead of a bank statement. Is it possible for him ? Actually he applied through a consultant and he asked him to buy travellers cheque for 7000 pounds . I think his consultant wants to show that money in EC . As in HSMP application you can't show Traveller's cheques. Right ?

As far as i know, Bank statements will be considered as Primary evidence. Travellers cheques are not.
I wouldnt be taking such a risk.
