It is normal.

They are telling you that they received the application and it is on the desk of a staff member (waiting to be checked=waiting for the work to be completed).

IF there are no problems the passport will be issued on the 'issue date' and you should have it a few days later.

Which office did you apply from? Call them and ask what the delay is about, you will get real time update.
