SS route - non eu citizen residency?

Good evening/morning where ever you are!

My husband and I are going to move to the Netherlands in order to do the SS route. My question was, does my husband NEED to apply for residency? Or can he just come here for 90 days as per the visitor visa, then we can apply for the EEA Family Permit.

Also, how long did it take from applying to getting the EEA Family Permit, will we have to wait even longer to get this through before we go back to the UK?

Also, am I correct in thinking that once in the UK, my husband cannot apply for residency unless I am working - and if so, what is the maximum time I am not working allowed to be? In case I can't find work is what I'm thinking!
