I would like to know what should we do next in order ot get my husband stay in uk sorted (non-EU-belarussian)His first visa-family permit has been granted in 10/2007 then we applied for EEA2 (11-02-2009 till 11-02-2014).I've got polish passport and Document Certifying Permanent Residence since 01-05-20013. We would like to know what to do next?Can he apply for EEA4 or ILR?If for EEA4 does he need to pass Life In UK test first? And last question-Does he can legally work during the application process?
I am desperate for answers and any help will be very much appreciated.

If his 5 years has already been completed while living with you then he should apply EEA4 PR equal to ILR and for which he won't need to do life in uk test. Yes he can work legally until the application is being processed.

The success of his application is subject to you having exercised treaty rights for a complete period of 5 years
