PBS Dependent - SET(O) Question

Section 12 :
Along with my wife bank statements, I am submitting my bank statements. Do I need to sign at third party? (Page 56)

Point 17 in Section 10 : (Page 47)
Does my spouse has to sign?

Please could you clarify on this?
