PBS tier 1 Dependant visa - Tenancy Agreement

Dear Experts,
I am in the middle of applying for PBS tier 1 Dependant visa for my wife. I am really confused on tenancy agreement part and I request your advice on this.
I am staying in a shared accommodation where I don't have tenancy agreement but I have my name listed in the Council and Gas and electricity bill along with three other people who are staying in the same house. It is a 3BHK duplex house and spacious enough for all of us.

Question: Can I show the council and gas & electricity bill to show that my wife can stay here for the purpose of dependant visa?

What I was thinking is to write in covering letter that I am living in duplex house and it is spacious enough to accommodate my wife. Back it up with council and gas & electricity bill as proof. Further I have all my other documents listed in the same address, like bank statement, Ltd company details, driving licence, etc. Do you think it is a good approach?

Accommodation is not an issue for adult applications. You don't need this.
