Hello guys

I am married to eu citizen out the UK , i mean our marriage registered in my country , is she can start divorce process here ?

Divorce is a complicated issue, while your question, as asked, could be answered with a simple yes or no, I suspect it has its complications.

Generally, anyone can commence divorce proceedings in the country in which they are resident. There is a European element to this and that would be that the first EU court that accepts a petition would be competent to pursue the matter to its conclusion.
