Applying for Tier2 - Clarification of Start Date

I have been through the document on the UKBA site.
This is what it says:
"Please note that the migrant cannot apply for Tier 2 or Tier
5 leave more than three months in advance of the start date
stated on their CoS."

I am planning to apply for Tier2 General and come to UK in the month of Feb 2014 for e.g. 15th Feb 2014.

As per the above statement:
1. If my sponsor issues a COS in November 2013 for e.g. 25th November 2013 can I mention the start date as 15th Feb 2014 in the COS?
2. Considering point 1 can I apply for COS on 1st December with start date as 15 Feb 2014?

First don't worry about when the employer will issue the CoS and what date he add on it cuz he has a system will validate his data before been accepted and issued
so what you all care is the start date on CoS

1- 15 Jan to 15 Feb 2014
2- 15 Nov 2013 to 15 Nov 2013
3- 15 Dec 2013 to 15 of Jan 2014
