PSW to Tier 2 sponsored visa new entrant age limit problem

Hi All,

I am currently working in a company for last 18 months as IT assistance they are working to provide me sponsorship. The legal advisor of the company said that I am not qualified to apply as new entrant because my age is over 25, and it should be as experienced which is £28400

Please advise if I am eligible to apply as new entrant. any reference to home office page will be appreciated.
