My daughter is in UK under workpermit/tier2 visa.she first entered The UK during 2008 from India under student visa and continued to be here on PSW and then on work permit/tier2 valid visa. Last year she is married to one holding valid tier1 UK visa.When she applied for change to dependent visa during April 2013,it was rejected on the basis that it should be applied from the home country and not while in the UK.However as she is holding a current valid workpermit/tier2 visa, she continues to stay in UK. Is she eligible now to apply for a dependent visa from UK as per the immigration changes announced recently which came in to effect from 1st October? Can this be clarified please?

Yes. However, note that her qualifying period for ILR will be reset in this category.
