UK FIANCE VISA- shared financial responsibility

Does a UK fiance visa application require shared financial responsibilty? My fiance and I do have a shared bank account and my name is on his council tax bill, but I don't really contribute financially to any of these things. And there is a question on the VAF4A regarding this, but i don't know if its for other applicants and not fiance visas.
