You can claim Housing Benefit/Council Tax Benefit if you're on a low income, it has nothing to do with hours worked, that's working tax credits (joint claim you must make).
You should ensure that any claim for HB/CTB includes a single person/lone parent amount for your spouse and nothing for you, until you get ILR.
Once the child is born there may be entitlement to Tax Credits, Child Benefit and the Sure Start Maternity Grant.
