Format of Letter from Employer

What should be the format of Letter from Employer containing the Salary Breakup? Is it OK to give "TO WHOMSOEVER IT MAY CONCERN" as the heading instead of giving specifically for HSMP team address.

this is the letter i used.... (i wrote it and my employer signed it)...

Highly Skilled Migrant Programme (HSMP)
Work Permits (UK) HSMP
PO Box 3975
Sheffield
S1 9BL


X-December-2006

Dear HSMP Team,

This letter is to certify that meggles has been employed by best company, a UK company since 10-September-2003.

Her total gross salary from 1-December-2005 thru 30-November-2006 was £lots of money. This includes her base salary and bonuses.
