Tier 2 ICT to Tier 2 general switching

Hi all,
I have Tier 2 ICT visal valid upto April-2014 ( It was sanctioned initially before 6th April 2010). I have received the offer from UK based company they are willing to sponsor Tier 2 general workpermit using their sponsor license. I was in the step to initiate switching from Tier 2 ICT to Tier 2 General but unfortunately close family member bereavement I returned back to India. Though I have valid Tier 2 ICT visa my current employer does not have any contract job to call me back to UK. So I am unable to make the application for switching tier 2 ICT to Tier 2 general from Inside the country.
1. Is there possibilities to to process this switch from outside the country(India)? OR
2. If I travel to UK by taking tourist visa, will it be possible to switch from valid Tier 2 ICT to Tier 2 general from inside the country?
3. Is that true now I am moved out of country I will be in cooling of period for 12 months so I can't come back to UK thru any other employer other than my current Tier 2 ICT sponsor.
I would be grateful for your valuable advise.
