Application submitted 08-September-2013 - No response!

Hi, One of my friend has submitted an application for PSW => Tier 4 on 08 September 2013, and he hasn't received anything yet no Acknowledgement letter or biometrics. Any ideas on the timelines for Tier 4 applications?

PS: He had withdrawn a Tier 1 Entrepreneur appeal and submitted the application.

Any expert advice would be appreciated!
