Tier 2 Depenadant Visa from Pakistan - online or paper??

I am confused, I thought my wife will apply on paper but seen this link.

my mrs got already, helping a friend now but online visa is complicated.

Well spotted, it was sent by friend and I just copied from his email.

Thanks , now he knows that it is online only.

However he has another query. He has signed accommodation contract from landlord but as scanned copy as his landlord is currently abroad.

The confusion is , should he send this with visa or not as I think accommodation is not compulsory requirement for tier 2 dependants.

Can someone please advise us!
