Multi-Visa Question

My friend who is a Syrian National has a multi-visa for the UK issued in Cyprus. He is currently in Turkey. Can he enter the UK from Turkey or does he need to go to Cyprus. Could you provide a link please so I can show my friend who I am asking for?
