Under paid tax impact on BC application

hi

Friend of mine has applied for BC on 22nd October 13, he is bit worried about couple of things, appreciate if any of you could advise / share their experience.

1. FPN issued + 3 points on licence on 08/02/2010 due to driving with defective Tyre, this penalty should be removed by 08/02/2014.

2. Under Paid tax - in guidance notes it says checks will be made with HM revenue office in relation to tax etc.. My friend has repaid most of under paid tax however there is about £420 still to be paid but it is being reviewed by HM and they said they will be in touch in couple of weeks time.

Could you please advise on above queries and let me know of any impact on BC application.

Is it worth calling or writing to HM office in case they receive a query from Home Office in regard to tax so they have it on my file and they respond to HO with positive comments instead of telling that there is under paid tax showing ....
