PIO card application submission in person on behalf of wife

Hi

Can I go in person and apply for PIO card on behalf of my wife?

I ask this because in the HCI London website it has this:

"ALL APPLICANTS ARE REQUIRED TO PERSONALLY SUBMIT THEIR PIO APPLICATIONS AT THE COUNTER, ONLY EXCEPTION WILL BE FOR FAMILY MEMBERS APPLYING TOGETHER"

Since i am not applying for myself (I already have a PIO card), and the application I will carry to submit will be just my wife's, i had this doubt.

Any experience from anybody doing this recently?
