Probably brought this up somewhere already but as I could not get any response from HO, calling out to you for helping me to understand the minimum grade requirements in this document?

The question I have is simple: if I pass FCE at B2 (Grade C, all WEAK), will I meet this new requirement of having English at B1 or above?

Finally cleared. Here is response re that list. Apparently we just need to ignore minimum grade requirements, but thanks anyways:

"You state that your wife has achieved a Cambridge English: First (also known as First Certificate in English) qualification at level B2. In order to achieve such a qualification your wife’s certificate, as issued by Cambridge English, will show that she has achieved either a Grade B or Grade C for this qualification having demonstrated the required competence in all 4 communicative skills. Please ignore the information on the SELT list referring to weak/borderline/exceptional results.

Your wife should attach her original certificate with her application for British citizenship showing her B/C grade for this qualification. This will be sufficient to demonstrate her knowledge of language for citizenship purposes.
