What does "with a view to settlement" mean?

What does "with a view to settlement" mean?

In Paragraph 302 of Immigration Rules, it says " with a view to settlement". I am wondering what it means? Does a Tier 2 general visa means it has a view to settlement? So does the dependent visa of T2 G? Thanks!

I think it normally refers to a parent who is the partner of a British or settled person.
