Can I apply 4 EEA family permit be4 EU resident card issued

I am British registered as self employed in Dublin in April 2013, my wife came to joint me in Dublin from China in Aug 2013. We have submitted EU1 application in Aug, and the decision on the application is due by 22/02/2014. My wife has got her temp stamp 4 now.

I have been working as self employed in Dublin for 7 months. We got married in Hong Kong in Feb 2013.

I may have to move back to the UK to work next month or later. I would like to know whether my wife is eligible to apply EEA family permit to UKBA now before her EU resident card has been issued. Any restriction on that I must work in Ireland for over particular years or we must got married for over particular years and so on?
