When can i make my tier 2 visa application?

When can i make my tier 2 visa application?

Hi All
Currently I'm on my Tier 1 PSW visa which expires on 03/02/14. My employer is happy to sponsor me. When is the earliest date for applying Tier 2 visa. Can i apply in November?? or do i need to wait until 28days before my current leave expires?? Please help me with your valuable suggestions.
