Financial Requirement Confusion

Hi All

My friend is in Dubai.He is working for a IT firm for last 2 years.He is getting gross £13000 per year.His wife is British .They were married in Oct last year.

His wife is working part time and earning £6500 per year.

As a partner of British Citizen ,For the purpose of Financial Requirements , can they both combine their income to apply entry clearance?

or is it necessary that only UK based partner can show her income??

please advice

If not working legally in the UK only the sponsor's earnings can be included. Do they have savings?

Also consider the EEA route.

Sponsor is wife and British citizen and working legally.The applicant(husband) is in Dubai and working for iT firm

Can they combine their income to fulfill financial requirements
