new financial year and new fees up?

Any one know is the new financial year will start 21 April 2014 which the fees will goes up or before that date?

No, it should fall in line with this year and every other fiscal year:
Immigration fees change on 6 April 2013 wrote:Following Parliamentary approval, there will be an increase in fees for visa applications made from overseas and applications made from within the UK from Saturday 6 April 2013.
