Tier 1 child visa: can parents sign the declaration on form?

Hi,

I am applying Tier 1 General (PBS) dependent visa for my little one (8 months old). He was born in UK and travelled to India and now we applying his visa from India.

I have completed the online form but can see any information regarding who can sign the Declaration on application form.

Do we need thumb expressions of the baby or it should be signed by father?

Please reply ASAP.
